Tropical Storm Oscar formed on Saturday, the 15th named storm of this year’s Atlantic hurricane season and the second in less than a day. It’s expected to bring heavy rain to the Caribbean islands this weekend, including Cuba, which has been facing a nationwide electricity crisis.

Oscar initially had a low chance of developing, but is now headed for the Caribbean as a hurricane, bringing heavy rain and dangerous storm surge, according to the 5 p.m. Saturday advisory from the National Hurricane Center. Cuba could feel Oscar by Sunday.
